The Personal / Workgroup VFC is made up of a client & server component.  Both client and server may be installed on the same machine for a single user configuration (Personal VFC licensed to a single user), however, in the Workgroup configuration (licensed to multiple users) we recommend dedicating a server computer to the server component.

Windows Fax Service is installed and enabled. (Refer here for more details).
